2020 Executive Policy Regarding Clergy/Conference Employee Premiums

October 29, 2019

To SPRC Chairs, Clergy and Conference Staff Health Insurance Participants,

In early October, the Board of Pensions sent to you our annual open enrollment letter to share with you the 2020 premium rates adopted for our Kaiser and Blue Shield Health Insurance plans. The Kaiser premium increase was 0% while the Blue Shield premium increase was almost 50% over 2019 rates.

Concerned by the impact the Blue Shield rate increase would have on congregations, clergy, and staff, the Board of Pensions Executive Officer, the Cabinet, and the Conference Human Resources Team have established an executive policy that applies to all eligible* clergy and conference staff who choose to remain on the Blue Shield health insurance plan effective January 1, 2020.

The policy states:
In years when more than one group health insurance option is available, the maximum amount paid by the employing body for the health insurance benefit is limited to the lowest cost health insurance plan available, less any applicable participant cost share.

This means that congregations and conference agencies would pay the cost of our Kaiser Health Insurance plan for eligible participants. Participants enrolling in the Blue Shield Health Insurance plan for 2020 would pay the difference in cost between the two plans from their own financial resources.

One Person Example:

Kaiser Plan Cost $9,728    Blue Shield Plan Cost $19,777
Participant Cost Share $1,000   Participant Cost Share $1,000
Employer Cost $8,728   Employer Cost $8,728
